Cecil County is served by the Baltimore Division of the U.S. Bankruptcy Court for the District of Maryland. Bankruptcy cases from Elkton and all other Cecil County communities are filed at the Garmatz Federal Courthouse in Baltimore. The court handles all chapters of bankruptcy, including Chapter 7, Chapter 11, Chapter 12, and Chapter 13.

The Baltimore Division courthouse is open Monday through Friday, from 9 a.m. to 4 p.m. The intake counter closes for one hour each day, from 1 p.m. to 2 p.m., so plan your visit around that. An after-hours drop box sits on the first floor of the courthouse for document submissions outside normal business hours. You can file documents at either the Baltimore or Greenbelt division, but Cecil County cases are administered through Baltimore.

Cecil County Circuit Court Clerk

The Cecil County Circuit Court in Elkton handles state civil and land records. While it does not deal with federal bankruptcy cases, it keeps records that can matter in a bankruptcy context. Judgments, liens, and property transfers recorded here may all come up during a bankruptcy case involving Cecil County real estate.

Charlene M. Notarcola serves as Clerk of the Circuit Court in Cecil County. The courthouse has a civil department in Room 110 and a criminal department in Room 114. Each has its own phone and fax line. The office maintains historical records going back to 1674, including marriage records and land instruments. That makes it one of the older archives in Maryland.
